Unfortunately, Sami Zayn cannot be a part of the event due to his Syrian descent. Kevin Owens and John Cena are among the WWE superstars who weren't allowed to perform in Saudi Arabia.
WWE respects the customs and differences of Saudi Arabia and they have issued a statement regarding the same.
